mingw collect2: CreateProcess

How are you using the binaries? From mingw, or windows cmd.exe? Do  
you have mingw installed, other that the files contained in the  
package you downloaded from quatramaran.ens.fr (the link from the  
wiki). And, what is the output of "gfortran -v -o hello hello.f"?
