Wikipage for missing Fortran 2003 features

Hi there,
This morning I found a pleasant surprise: it seems I am not alone in
thinking that submodules are important:

(in fact, in my opinion they are extremely important because they fix a
hole in the language which is almost  as big as the holes fixed by the
NULL() initializer and by TR15581)
So, I would like to add it to the wish list. Do you prefer a PR or
another entry in the wikipage?
