cygwin: undefined reference to `___sync_add_and_fetch_4'

Most of the gfortran testsuite cases in the Saturday snapshot fail with:

/cygdrive/c/gnu/gcc-4.2-20060225/xp/i686-pc-cygwin/libgfortran/../../../libgfort
ran/io/io.h:879: undefined reference to `___sync_add_and_fetch_4'

Is there a new part of the build which is being skipped?

I have set --disable-libomp, as I don't believe it is supported, but there are still a large number of cases which fail on account of that not being built.
