[Patch, libgfortran] Fix PR26499 End of File incorrectly positioned after binary I/O.

The attached patch replaces the first patch I submitted.  The patch is identical 
except it adds a flush just before the truncate in st_write_done.

Also attached is an additional test case from the PR comment #7.
