[gfortran,patch] PR 27895,compile-time bounds checking for array section

Hi!

Well... I'm trying to! (use -fbounds-check), but I hit PR 27524 (BTW,
thanks a lot for fixing it, and also your patch for 'more useful' error
message on bound-check: this makes a huge difference!).
