[patch,fortran] Update gfortran.texi's Fortran 2003 section

Update the Fortran 2003 status:
- VALUE and PROTECTED
- USE, intrinsic ::
- ISO_FORTRAN_ENV

Tested with make pdf and make info. Ok for the trunk?
