[libgfortran,commited] Fix bootstrap on non-C99 math targets

Commited to 4.1 branch, after testing on i686-linux by simulating a  
C99-deficient target by editing libgfortran/config.h. Previous  
version of the patch was tested by Eric Botcazou.

Commits to 4.2 and mainline will happen as soon as regtesting  
finishes. I know it might sound weird to do the commits in that  
order, but since 4.1 is close to release, I wanted to fix bootstrap  
asap.
