Maybe others can help, but I can't afford to have some developer
claim ownership of my private codes.  I don't care if you have
permission in an undisclosed email, I have no information concerning
the actual license on the code, and the developer could contact
fortran@ without a middle man.

This has nothing to do with the GNU philosophy.  I personally
prefer the BSD philosophy; in that if I give code away then
it can be used by anyone provide they do not claim to have
written the code or sue me.

Yes, there are bugs in gfortran.  We're trying to fix them
as fast as we can.  However, we need unencumbered bug reports
to (IMHO) protect outselves.
