Indeed.  I do not think GMP should become a part of the GCC tree.

It is up to the Fortran folks to decide whether they want to accept a
dependency on a very recent package, or not.  There is no official
policy one way or the other.

Personally, and not speaking for the SC, I do not think there's any
reason to hold back because a package it not yet part of OS
distributions.  A direct consequence of the success of the various OS
distributors is that most users of free software no longer build the
software themselves.  People who want to build GCC (including GCC
developers) from source must be willing to do a fair amount of setting
up.  And, a change today will not affect even most of the people who
build from source until 4.2 is released.
