Broken links for Cygwin binaries.

You do?  This is the era of Google and other websearches; there's no 
reason to suppose that some readers won't simply get dumped on the 
"instructions" page directly.

(In fact, I'm pretty sure that I did just a couple of days ago, when I 
was looking for cygwin binaries of the 4.1.0 release version of gcc.  I 
find it very surprising that there aren't such anywhere obvious, but 
that's rather a digression.)
