Broken links for Cygwin binaries.

However, whovever revamped these pages a good few months back, left the 
old links on the instruction page, which was essentially that of a year 
and a half ago!  I have removed the links on the instruction pages.

That said, to get to the instructions you have to pass the links to the 
binaries; perhaps the reporter should open eyes before attempting to 
walk or run?
