[Patch, fortran/14994] Fix - SECNDS Intrinsic not supported

Steven,
    Could you expand this patch to provide the old DATE and TIME intrinsics
from g77 as well? I have been basically do the same thing (writing a
replacement wrappers using data_and_time) to duplicate the old DATE and TIME
intrinsics for legacy g77 code.
