That is indeed legal.  The symbol rkqs in odeint should not be 
associated with the subroutine of the same name.  For the moment, a 
workaround is, for example,

  subroutine odeint(rkqs_)
    external :: rkqs_
  end subroutine odeint
 
  subroutine rkqs()
  end subroutine rkqs
 
end module ode90
