The process is pretty clear, actually.
In this case, it just happens that a lot of communication trouble
appears to have happened. I hope the FSF can try to do its best
to get this patch into GCC 4.1. It's obviously a very important
feature to many Fortran users (e.g. it was for a long time the
most requested feature for g77...).
I hope people are not discouraged by all of this. Sad that things
have gone wrong the way they have, but this is just an incident,
not the way things usually go.
