[libgfortran,commited] Add fallback SSIZE_MAX

[FX Coudert]

Commited as obvious, on mainline after testing on i686-pc-mingw32. The 
SSIZE_MAX == SHRT_MAX definition is not optimal for performance, but 
it's the only safe thing to do. Plus, it doesn't matter much since 
future versions of mingw32 will have it defined in headers.
