[Patch, fortran/libgfortran] PR24311 and PR24384

:ADDPATCH fortran:

This patch builds upon and improves the patch for the MERGE 
problem(PR24311) (see 
http://gcc.gnu.org/ml/fortran/2005-10/msg00237.html and subsequent 
discussion on the list.).  Since it shares features with the problem 
with SPREAD, the patch to iresolve.c deals with both.  At the same 
time,  libgfortran/intrinsics/spread-intrinsic.c has had the code added 
to it so that SPREAD will handle scalar sources, as required by the 
standard(PR24384).  A testcase is provide for each PR.

Bubblestrapped and regtested on FC3/i686.  OK for mainline and 4.0?
