Maybe yes, maybe no.  Recall that some targets change ABIs when 
given various target command-line options; -m32/-m64 being the
more extreme, but not an exclusive list.

It may really be easiest to just have the Fortran front end query
the same macros that the C front end does at startup, rather than
try to work around this with a myriad of different module files.
