[PATCH] Thread-safe libgfortran (PRs fortran/14943 and fortran/21647)

	This patch has broken bootstrap on AIX when building the pthread
multilib.

	Committing this patch to the 4.1 branch without further testing on
mainline shows extremely bad judgment.
