[PATCH, libgfortran] Fix for PR24699, PR24700, PR24719]

The attached updated patch also fixes pr24785:

Adds handling the X format specifier when ADVANCE=NO so that trailing blanks are 
not suppressed.

OK to include all these together?  The patch is not too large yet. 
Bubblestrapped and reg tested.  Will make a testcase for this last one.
