[Patch/gfortran] Intrinsic docs

Attached is patch that adds documentation for the following intrinsics:

Can someone please review and commit for me if OK

Tested with make info and make dvi

    * fortran/intrinisic.texi: Add documentation for
    command_argument_count, conjg, dconjg, count, cpu_time,
    cshift, date_and_time, dble, and dfloat.
