I work on the doc whenever I get a chance.  The list of
intrinsics that still need to be documented are at the
bottom of intrinsic.texi.  As far as I'm cooncern, anyone
with write access to cvs has pre-approval to commit a 
patch to intrinsic.texi.  It may be a good idea to send
a message to the list stating that you plan to document
X, Y, and Z to see if you'll be duplicating someone else's
work.

PS:  I have no outstanding changes to intrinsic.texi.
