[Patch/gfortran] Fix for PR16939

Something new in the cvs has broken this fix overnight - I notice that an
extra block has appeared between mine for f2C.  That should not matter
but.....

In addition, the fix for the array case was segfaulting at runtime, with
optimisation 02 or better.

I have now run out of time for this until next week.  So consider the
proposed patches to be withdrawn for the time being.
