cygwin binary update?

Dear All,

I decided that I had better things to do than maintain the regular Cygwin 
updates.  Yes, indeed, the illegal instruction error was reported then as 
were various directory problems.  However, the reporters of these problems 
came up with nothing but grief and would not do us the favour of a properly 
documented PR.  I worked my pretty cotton socks off to try to understand 
what was happening but, since I was not seeing the problems, depended 
totally on the other parties to get them sorted out.  They could not get off 
their fat butts to help me out.

As it happens, I had this notion last weekend that I would do a Cygwin 
binary for distribution; that's when the build went awol.  Right now, I do 
not have a Cygwin binary for myself!  When I am back, I will get onto it. 
In the mean time, Cygwin builds are ordinarily straightforward as those on 
Linux.  On top of that, I assumed that 4.0 would start shipping with Cygwin
