[PATCH]: Add fortran dir specific format attribute "gcc_gfc"

If the Fortran maintainers want this, then the C parts are OK (though 
they'll need updating to apply after my recent changes to the same code).

I do hope the Fortran front end can move in future to using the common 
diagnostics support (enhancing that support to provide whatever extra 
features Fortran needs), in which case of course the checking support can 
be updated when such a move is made.  Otherwise there's a lot of 
duplicative work in fixing bug 15586 (i18n for gfortran) with implementing 
such things as $ operand numbers which the common code now provides for 
you.
