Mark,

You are quite right about multiple copies of cygwin.dll.  Paul has solved 
that completely; I think by having a separate registry entry for each.  I 
have two "windows" octaves co-existing happily with standard Cygwin, so I 
think that it is do-able.

There is a matter of consistency here.  If folk are prepared to have, or 
already have, Cygwin on their systems, they will use the Cygwin gfortran, 
will they not?  If not, the standalone would appeal.
