consequence of 4.0 release branch?

What do you and the other Fortran maintainers think is most appropriate?

I think my inclination would be (3) in this release, and (1) in future 
releases.  I think that comparisons with G77 are a bit misleading; this 
is such a complete rewrite that I would just treat it as 
start-from-scratch, and let people who want G77 use older releases of 
GCC.  Obviously, I understand that we eventually want to support as much 
G77 compatibility as is reasonable, but my person opinion is that 
there's no point in worrying about that in this release.

That's just my opinion, though; I'd like to let the Fortran maintainers 
set the policy for this release.
