OK, I've looked at this some time (and the "pending" solutions to PRs on 
www.gfortran.org).  We need to parallellize the reviewing process, 
otherwise we will be hopelessly behind the times.

I propose that the list of reviewers (i.e., people who can approve 
others' patches) to be the following:

Paul Brook
Steven Bosscher
Toon Moene
Tobias Schlueter
Bud Davis
Janne Blomqvist
Steve Kargl

This is not an exclusive list - we can add people to it when the 
opportunity arises.

I also propose to maintain this list on our home page gcc.gnu.org/fortran.
