[gfortran] Make all labels DECL_ARTIFICIAL

Steven, do you still insist that we should make all labels DECL_ARTIFICIAL? If
so, to fix PR18827 I want to set DECL_ARTIFICIAL flag to zero on these labels
which are assigned to variables.
