As I understand it, the practice is to thus simply include the proposed 
changelog entry (usually in the body of the message) rather than 
including the changelogs in the diffs, for exactly that reason.

I think the purpose of the changelog entry in the early stages of a 
proposal is, in large part, to help the rest of us get a quick overview 
of what's touched by the proposed changes.
