`runtime/compile_options.c' missing on 4.0 branch: Bootstrap broken

Sorry guys for messing my commit up. Thanks a lot to Andreas for fixing 
it during my sleep.

Does someone know if there is an option I can put in my .cvsrc so that 
cvs prevents me from commiting if there are unkown files (such as new 
files not added with cvs add) in the local tree?
