[wwwdocs] PATCH -- Update to Fortran pages.

Here's a small update to the Fortran web pages.  The highlights
are
  (1) Added Bud Davis, Steven G. Kargl, Victor Leikehman, and Tobias
      Schlueter to major contributor section.  Removed Bud from Small
      Fixes section, and Removed Steven from Helpful Comments and Bug 
      Reports section.

  (2) Added Janne Blomqvist to Small Fixes section.  I believe Janne
      is in the process of getting a Copyright assignment and we'll
      need to move Janne later.

  (3) Note that SYSTEM_CLOCK has been implemented.

  (4) Removed the use of g95.jpg.  g95.jpg should be deleted from the
      cvs repository (or moved to the attic).

I can tell if a ChangeLog is required.
