[gfortran] Rewrite real value output routines.

The patch below rewrites the real value output routines.
Instead of trying to normalize the value and using printf directly, we first
use printf to get the fraction and exponent, and reformat these manually.
Tested on i686-linux
Applied to mainline.

* libgfortran.h (rtoa): Remove prototype.
* runtime/error.c (rtoa): Remove.
* io/write.c (calculate_G_format): Don't add blanks if E format is
used. Add correct number of blanks when exponent width is specified.
(output_float): Rewrite.
testsuite/
* gfortran.dg/edit_real_1.f90: New test.
