[PATCH v2] return alias set 0 for Algol 68

Hi,

Following the discussion on the previous patch, this version overrides
LANG_HOOKS_GET_ALIAS_SET in the Algol 68 frontend and returns 0 instead
of disabling strict aliasing via flag_strict_aliasing.

The frontend builds successfully and make check-algol68 passes with this
change.
