[ALGOL BULLETIN] Uploaded Algol Bulletin no. 39

Hello people!

Today I uploaded the issue 39 of the Algol Bulletin to
https://jemarch.net/algol-bulletin.

Among other interesting things this issue published the Revised Report,
the modules facilities by Lindsey and some interesting notes about
integral division by Meertens (which I have to review, by the way, for
GCC.)
