Re: New wiki page for libstdc++ TODO list

I've created https://gcc.gnu.org/wiki/LibstdcxxTodo to track missing
DR fixes and things like that. Currently it only has the unfixed
issues from the Issaquah meeting. Feel free to add unimplemented DRs
from previous meetings, or add notes to the items there already.

Would it also be useful to list implemented DRs there, so we know
what's done already? Otherwise it isn't clear if something's missing
from the list because it's done, or missing by accident.

I put the LWG 2742 and LWG 2748 status in the doc/xml/manual/intro.xml
page today, but that's probably not the right thing to do since those
refer to new C++17 features. We don't really need to document changes
to new features not in any C++ standard or any GCC release, only
changes against previous behaviour. The wiki page would be a better
place to list those two DRs.
