[patch] libstdc++/67309 Make <random> work with -fsingle-precision-constant


With -fsingle-precision-constant std::max(1.0, some_double) can't
deduce the template argument, so make it explicit.

Tested powerpc64le-linux, committed to trunk.

    	* testsuite/17_intro/headers/c++200x/all_attributes.cc: Remove
    	redundant header.
