Well, first, tautologically is an issue because somebody is questioning
the current implementation. Second, I think it's an issue, because in
26.3.8, thus the section about the operators you are actually touching,
in /1 it says "the elements of b", the issue it whether that can be read
as "some elements of b" or not...
