FWIW, this patch changed libstdc++/Makefile.in to be generated with
Automake 1.10 (and using a newer Autoconf under the hood). Was that
intended?

Did you do the conversions for the license files yourself? If so, you
may want to fold back those files to <bug-standards@gnu.org>, so they
can benefit, too. And to make sure there's no problem with:
Everyone is permitted to copy and distribute verbatim copies of this
license document, but changing it is not allowed.
(which I don't think there is).
