This patch fixes the libstdc++ testsuite to check that is provided
and skip the tests that need it, if it is not.

As I said, a curious issue, but certainly the patch is sensible and the
approach follows our usual practice. Please wait until tomorrow in case
other maintainers have objections, then go ahead.
