I'm trying another bootstrap now.  The last several months, when I try a
3.0-branch bootstrap and/or a powerpc-sim bootstrap, there have been fights
between the top-level include and config directories in the GCC repo,
and those in the src repo.  They aren't being synchronized.

If the powerpc bootstrap+test passes, I'll checkin.
