Ok, I can't find it. I'just grepped for cross and compi through
gcc/ada/*.texi and there are references, but nothing that you state.
Certainly not in the fsf 4.5.2 version of gnat. I also cannot see
anything obvious in the gnat pro docs that I've managed to find online.

Can you point me at least to the section which explains this?
