Hmm. An alternative would be: revert the patch that caused this,
document that users with texinfo older than 4.11 need to configure with
an absolute path (/path/to/gcc/configure ...) if they want to be able to
build DVI and PDF.
Hmm, I suppose that will still not make things work with MinGW, as I
doubt building like 'C:/path/to/gcc/configure ...' will work.
