There is not one. Each issue you may face, may require a different
list. Political/licensing issues go to one list, compiler help goes
to another, binutils to yet another, cygwin to yet another, compiler
development of the compiler to yet another and so on...
No one list fits the bill. Do your research up front on what lists
there are, and what topics those lists cover. Also, you'll want to
read up on the FAQ, cross FAQ and the manuals so that you don't just
ask questions whose answers are already provided.
