Perhaps it is that the ELF executables are larger in total size(not code size) than the corresponding COFF executables, and if stored on the target, then the footprint increases, causing "larger memory requirements" of flash, not DRAM.
Possibly, though I am surprised if the difference is significant, assuming no debug information of course!
