This seems a bad idea. There are already mailing-lists carry this traffic. If you're interested, subscribe!

If we feel that valuable patches get lost because they
frequently get filed in bugzilla (and then dropped),
we could at most consider  sending an auto-reply to
the submitter that for patch review, a copy should be
send to gcc-patches. This message would also be the
right place to include some pointers to coding style
and other submission requirements such as copyright
assignments for non-trivial stuff.
