Arnaud Charlet is new Ada maintainer

The GCC Steering Commitee has decided to add Arnaud Charlet as a new Ada
maintainer.
Arnaud has indicated that he will begin by actively merging the FSF and
Ada trees, which has been an issue the FSF has been concerned about.
The FSF is hopeful that the addition of Arnaud as an Ada maintainer will
increase the amount of development that is taking place in the FSF's
tree and improve the quality of the Ada support in GCC.
Although the mainline is in Stage 3, Arnaud will be permitted to make
changes that affect only the Ada programming language (i.e, changes in
the gcc/ada directory) even if those changes add new features.
Arnaud, please add yourself to the MAINTAINERS file.
