For french citizens, the instructions are here (50% payed by the state
via refund on taxes thanks to Loic paperwork efforts):

(I believe a law will increase the refund this year from 50% to 60%
up to 20% of revenue instead of 10%, it is currently being discussed by
the french legislator.)

Subject: Donation to the GCC project is now handled by FSF
Hi, I formally donated money to the FSF France organisation like last
year, I understand that there are a lot of discussions between
the SC and the FSF about what to do with it. I assume
the SC will keep us informed if it is used in some form for the GCC
project (I have no more information so please do not ask me :).
