How is "make install" supposed to work on sparc-sun-solaris2, 3.3-branch?

I'm getting confused and frustrated, and need some help.
http://gcc.gnu.org/PR11408 describes the problem. When CONFIG_SHELL
is manually set, it starts showing up in INSTALL_* variables, which then
confuses libtool. Editing the Makefile in the target lib directory doesn't
help, because those variables are overridden somewhere else.
Sources are taken from the 3.3 branch, Wednesday evening.
