Note that I don't want to get in the way of adopting GNU make features
should they actually give us any improvement in Makefile
maintainability.  But forcing it upon our users just because we're not
comfortable asking others whether some make feature is portable or not
is not a good reason to switch.  So far, I haven't heard any good
reasons to switch, which is why I keep on looking for one (as opposed
to just rejecting the idea).

Anyway, until we have a patch that actually introduces requirements on
GNU make, and that is clearly worth such a requirement, there's no
point in enforcing the use of GNU make.
