I have updated the above two links in this patch:
<http://gcc.gnu.org/ml/gcc-patches/2003-04/msg00815.html>.
It also fixes a typo in the european link.

I didn't update 3.2 as the redirect takes you to the same site as
the updated links. Even with the new links, there is still redirection.
However, it didn't seem right to use the "low" level links.
